मध्य प्रदेश विधानसभा के बजट सत्र में सरकार को घेरने के लिए कांग्रेस 22 फरवरी को रणनीति बनाएगी। सत्र भी इसी दिन शुरू हो रहा है। विधायक दल की बैठक पूर्व मुख्यमंत्री व नेता प्रतिपक्ष कमल नाथ के आवास पर 22 फरवरी को शाम सात बजे होगी। इसमें उन मुद्दों पर निर्णय लिए जाएंगे, जिन्हें दल प्रमुखता के साथ उठाएगा। हालांकि, विधानसभा अध्यक्ष और उपाध्यक्ष के चुनाव को लेकर रणनीति 18 फरवरी को कमल नाथ के भोपाल लौटने पर तय होगी। अध्यक्ष पद का चुनाव 22 फरवरी को ही होगा।

इसके बाद निर्वाचित अध्यक्ष, सदन के नेता मुख्यमंत्री, नेता प्रतिपक्ष मुख्य द्वार पर राज्यपाल आनंदी बेन पटेल का अभिवादन कर उन्हें सदन में लाएंगे। यहां उनका अभिभाषण होगा। सूत्रों के मुताबिक कांग्रेस ने किसानों के मुद्दे पर सरकार को घेरने की तैयारी की है। इसे लेकर कर्जमाफी से जुड़े काफी सवाल लगाए गए हैं।
भावांतर भुगतान अब तक नहीं होने, किसानों को गेहूं उत्पादन प्रोत्साहन के लिए 1600 करोड़ रुपये का बजट प्रविधान होने के बाद न देने, मंडी अधिनियम में संशोधन से मंडियों और कर्मचारियों के भविष्य पर खड़े हुए सवाल और किसानों को रियायती दर पर दी जाने वाली बिजली योजना से जुड़े मुद्दे भी विधायकों ने उठाए हैं।
आइएएस, आइपीएस, आइएफएस, राज्य प्रशासनिक सेवा, पुलिस सेवा से लेकर विभिन्न विभाग में हुए तबादले, लगातार बढ़ते कर्ज, बिगड़ती कानून व्यवस्था, जहरीली शराब, अवैध उत्खनन, स्व-रोजगार योजनाओं को स्थगित करने, कर्मचारियों को महंगाई भत्ता सहित अन्य सुविधा न देने सहित अन्य विषयों पर सरकार से जवाब-तलब किया जाएगा।
पार्टी के संगठन प्रभारी चंद्रप्रभाष शेखर ने बताया प्रदेश कांग्रेस अध्यक्ष की वरिष्ठ विधायकों के साथ प्रारंभिक चर्चा हो चुकी है। इसके हिसाब से रणनीति के तहत प्रश्न भी लगाए गए हैं।
भाजपा के पक्ष में दलीय स्थिति
विधानसभा में दलीय स्थिति के हिसाब से अध्यक्ष और उपाध्यक्ष पद पर सत्तारूढ़ दल भाजपा को अपने प्रत्याशी जिताने में कोई परेशानी नहीं है। भाजपा के विधायकों की संख्या 126 है। एक सीट (दमोह) रिक्त है। कांग्रेस के विधायकों की संख्या 96 है। यदि कांग्रेस को चार निर्दलीय, दो बसपा और सपा के एक विधायक का समर्थन भी मिल जाता है तो भी वह सदस्य संख्या (115) हासिल नहीं हो पाएगी, जो अध्यक्ष या उपाध्यक्ष का चुनाव जीतने के लिए जरूरी है। संभावना जताई जा रही है कि भाजपा दोनों पद अपने पास ही रखेगी। इसके संकेत कई बार संसदीय कार्यमंत्री डॉ. नरोत्तम मिश्रा दे चुके हैं। दरअसल, सत्ता में रहने के दौरान कांग्रेस ने विधानसभा उपाध्यक्ष का पद भाजपा को नहीं दिया था।
